Prosecution在不同语境下有一定差别。你说的估计是patent prosecution对应patent litigation，指申请人、代理律师和专利局三方，涉及到专利或者专利申请的交互活动。我觉得翻译成"专利审查程序"比较恰当。翻译成申请就有点窄了，prosecution也包括授权后的一些活动。专利申请对应application更恰当。
